And if they're too dimwitted to make a phone call, like was said DON'T tie him up and beat him. How is that not an answer? How does beating him help the situation at all? If they really had no idea how to raise a disabled kid after 21 years at least treat him how you would treat a dog. Give him a pillow and mat to sleep on. If he's being disruptive, lock him in his room without his toys. Do NOT beat him and chain him to the wall forcing him to sleep on the floor. I wouldn't treat my hamster as badly as they treated this kid/adult. If these parents are too incapable to take care of a hamster, I doubt they'd be able to get a job and a house. So yeah they're capable of doing something better than this. They just chose not to. And how are you not equipped to CALL FOR HELP? tons of services for that.
