It's a little quick to blame Obama. It takes time to free up troops from Iraq, retrain and redeploy them. It's only been 8 months. I would focus the blame more on the war being mismanaged from the start.

“No news here. In a capitalist society, reducing the number of employees required to do any single task increases company profits. This is good for the company and good for the stock holders. It is not in the company's best interest to employ "x" number of individuals. It is the employee's responsibility to make sure that he or she continues to be an asset to the company where he or she is employed, or to develop skills and experience that make him or her marketable to another organization. Job security is a myth. Sink or swim, etc.

In most western countries, the prison system is managed largely as an attempt to rehabilitate offenders (obviously not all prisoners can be rehabilitated though). In the US, it seems (at least from the outside looking in) that it is purely punitive with no real effort to reintegrate offenders as productive members of society.The so-called "war" on drugs is also ridiculously overbearing and contributes to the massive number of people in US prisons per capita.
